Research Problem and Objectives:
The research problem to be examined in this study is to evaluate what are the attitudes of Windsor residents towards the state of health care in Ontario. From aforementioned layout of some of the problems and their possible solutions one can grasp the vastness of the issues facing Ontario's healthcare system. The working hypothesis for this research is that opinions of Ontario residents play a large role in determining what sort of solutions will be looked at. It has been necessary to narrow these objectives to a few things in the political arena. The objectives for this research are the following:

1. Determine attitudes toward the state of healthcare in Ontario.
2. Determine attitudes toward publicly funded healthcare... toward a two-tiered healthcare system... towards privatized, market-driven healthcare.
3. Determine attitudes toward user fees, within the present system.
4. Determine the level of awareness about healthcare problems... doctor shortages...emergency room staffing and waiting times... hospital funding.
5. Gather input from Windsor residents as to their suggestions for improvement of the Ontario healthcare system.
The data gathered will show residents experiences as they have interacted with the medical system in the past two years. What were their impressions? Where could improvements be made? What parts of the system are good and need to be retained? How have doctor shortages impacted the people of Windsor? How willing (or unwilling) are the residents of Windsor to have increased taxation to support healthcare, and back the current government in its plans for renewal? The unstated and unofficial goal of this research project is that in some small way could have a real and favourable impact on the healthcare situation in Ontario.
Research Methodology:
Research Design: As a basis for this report, exploratory research was undertaken. In appendix 1 will be found a bibliography of the sources used. Much pertinent information was obtained from Internet sources. Of special high quality was the home page of the Ontario Medical Association, where much information is available on the state of healthcare in Ontario. Statistics on doctors, nurses, hospital waiting times, funding and much more. Another secondary resource was Canadian newspapers. Among them The Windsor Star, The Globe and Mail, and The National Post. Almost any day one of these would have a very relevant article, many of which were used to furnish background material. A third source of secondary data was collected during our exploratory research, an expert interview was conducted. Mr. Frank Bagatto, President of Hotel Dieu Hospital, was interviewed as background for this report. See appendix two for a synopsis of the this interview.
This secondary research established a starting point for the study, but it did not provide the direct information needed to fulfill the objectives of this study. Descriptive research was used to gather primary data on attitudes and awareness of Windsor residents about the healthcare objectives.
Both of these research methods were helpful and necessary in this project. Exploratory research to establish a foundation, to expand on partially formed ideas, to get expert input on the subject, and to help formulate the questionnaire. The primary research addressed the topics of the objectives set out at the beginning of this project, and yielded the data necessary to drawn pertinent conclusions about them.
